In this blogpost, I would like to explain why Costpoint users who manage Government Property can benefit from A2B Tracking’s integrated solution. Government Property

Government contractors are often required to manage Government property as part of their agreement. The term “government property” can get confusing quickly and there are a number of specific types. There is Government Furnished Property (GFP), Government Furnished Equipment (GFE) and Contractor Acquired Property (CAP) to name a few. But, all of these specific examples fall under the more generic term – government property. 

Here at A2B, when we discuss Government property we are referring to a physical item (a piece of equipment, a tool, or material…) that is owned by the Government, but is being used by the contractor to perform some aspect of the contract.

As you might imagine, the Government would like the contractor to be a good steward of their property. And as such, most contracts will include details on how to manage that property and also contain specific language that references FAR clause 52.245-1.

FAR 52.245-1 requires the contractor to identify the items as Government owned and then apply an appropriate label or mark such as a barcode or RFID tag. These labels sometimes need to be an IUID (2D barcode) label that meet the MIL-STD-130 requirements of unique asset identification. Once the asset has been marked, the contractor needs to track and manage the asset through its lifecycle. Furthermore, the FAR 52.245-1 requirement also includes an obligation to report the asset and certain lifecycle events to government systems (most commonly the PIEE system).

Government Property Management System

Managing government property is not a simple task especially when Property Managers and Administrators are required to keep track of thousands of assets from multiple locations. The days of managing property with a clipboard and a pen are behind us. The complexities of managing historical asset records requires a robust and secure system that is designed for capturing automated inventories and can accommodate multiple users from separate locations. Which is why many government contracts include language to ensure that an acceptable Property Management system is being used (DFARS 252.245.7003).

It’s important to recognize and understand that there is overlap between the six DFARS business systems and a deficiency in one business system can significantly affect the others. None of these systems can exist in a vacuum. Modern API integrations that can efficiently share data between the systems provide organizations with improved visibility of their compliance objectives. Contractors who manage government property need to have business systems in place to help them achieve compliance for financial estimating and accounting and have business systems to support compliance for physical property audits.
