Labeling and uploading all of your qualifying government property and material to the IUID Registry with an Item-Unique Identification (IUID) barcode is essential to supporting your US Military contract requirements. This IUID Compliance process can be broken down into 3 main phases — Marking, Data Capture and Registration.

Asset marking, data capture and registration (or MDR) is the process of locating and identifying certain targeted government property and material and uploading or reporting that data to the IUID Registry.

In some cases, it is also required to place an IUID label, created to MIL-STD-130 (Also known as Military Standard 130 which is the official US Military guidance for Asset Identification Marking) requirements.

Here’s what’s involved in an asset MDR effort:

 

  • Marking
    • Identifying government property and material that qualifies for IUID and turning asset pedigree into a MIL-STD-130 conforming 2D barcode label
    • Permanently affixing the IUID label to the specific asset
  • Data Capture
    • Capturing and formatting pedigree data about the property or material
    • Verifying the quality and syntax of the barcode and creating a Certificate of Conformance for audit purposes
  • Registration
    • Formatting and uploading the unique asset data to iRAPT and the IUID Registry

 

The IUID data elements to create the MIL-STD-130 label consist of pedigree information (i.e. manufacturer’s CAGE code, part number and serial number).

Property and material details must be captured and formatted accurately to report to government. This process creates that birth record for these items and there is only one chance to get it right! Once reported to the IUID Registry this data flows to military Accountable Property Systems of Record (APSRs).

There are an estimated 122,000,000 military assets that require reporting to the IUID Registry. With increased pressure from the current administration there is significant attention in 2018 being put onto the IUID Policy. The Financial Improvement and Audit Readiness (or FIAR) Initiative is bearing down on the entire Defense Community who ships or manages government property to increase the visibility into all mission critical assets.

In the past, your organization may have gotten away with not complying with the IUID Policy — those days are gone.  It’s time to make sure that your IUID Marking, Data Capture and Registration program is fully compliant and ready to be audited.

Performing your Marking, Data Capture and Reporting Process Internally or Outsource

Many organizations do not have the internal resources, bandwidth, training or equipment needed to perform an MDR program internally. Understand that if your organization is not up to the task, there are experts who eat, sleep and breathe to mark, manage and report government property and material on a daily basis.

Whether or not you choose to perform the asset marking, data capture and registration in-house depends on the scope, locations and quantity of the government property and material that needs to be marked and reported. There are turnkey systems available that will allow you to do all or some of it internally, and for some organizations, this may be the most appropriate way to go.
