Proper management of Government property is a critical aspect of Federal contracts subject to FAR 52.245-1, Government Property. As part of the Defense Department’s broader accountability initiative, FIAR (Financial Improvement and Audit Readiness) launched in 2010—has underscored the importance of accurate property tracking and reporting. FIAR’s stated goal is to improve the Department’s financial and business management operations, allowing it to successfully produce “auditable” financial statements.

To support this effort, the DCMA Guidebook for Government Contract Property Administration provides a process summary to DCMA personnel for consistent oversight of contractor property management systems. Using the DCMA Guidebook as a reference point, we will discuss the 22 key elements of a Property Management System Analysis (PMSA) and explore the particular elements that apply to Contractors that manage government property.
